Payroll limits and amounts 2027: DPP, decisive income, 23% tax and contributions in one place

The 2027 average wage is CZK 51,663. The DPP contribution threshold rises to CZK 12,500, the decisive income to CZK 5,000, the social-insurance ceiling to CZK 2,479,824 and the 23% tax threshold to CZK 1,859,868. All 2027 figures in one place, updated as official sources are published.

Table of Contents
On 21 September 2026 the government issued Regulation No. 177/2026 Coll., which gives the new "average wage" for 2027: CZK 51,663. Most payroll limits are derived from it: the threshold for contributions on DPP agreements, the decisive income, the social-insurance ceiling, the 23% tax threshold, benefit limits and the reduction thresholds for sickness benefit and sick pay. Here are all the 2027 figures in one place, including which are already published and which the Ministry of Labour (MPSV) has yet to announce. Status as of 11 October 2026. Update as of 26 October 2026: on 13 October 2026 the Ministry of Labour published notices No. 184/2026 Coll. (DPP threshold CZK 12,500), No. 185/2026 Coll. (reduction thresholds CZK 1,723 / 2,584 / 5,167) and No. 186/2026 Coll. (decisive income CZK 5,000). All amounts match what this article stated. The table shows for each item whether it has already been published.

The 2027 average wage: where it comes from

The "average wage" for insurance and tax purposes is not the current statistical average wage. Under Section 23b(4) of the Social Insurance Act it is calculated as the general assessment base for the year before last × the recalculation coefficient, rounded up to whole crowns. The Income Tax Act (Section 21g(2)) uses the same value.
  • Government Regulation No. 177/2026 Coll.: general assessment base for 2025 = CZK 48,900, recalculation coefficient = 1.0565,
  • 48,900 × 1.0565 = CZK 51,662.85 → CZK 51,663.

DPP and DPČ agreements and small-scale employment

DPP: social and health insurance is paid on a work-performance agreement if income from one employer in a month reaches 25% of the average wage, rounded down to the nearest CZK 500 (Section 7a of the Sickness Insurance Act). For 2027: 25% of CZK 51,663 = CZK 12,915.75 → CZK 12,500. The same method gives CZK 12,000 for 2026, matching MPSV notice No. 396/2025 Coll. For 2027 MPSV published it in notice No. 184/2026 Coll. (valid from 13 October 2026). Decisive income (DPČ and small-scale employment): insurance participation arises if the agreed income reaches the decisive income. It increases when one tenth of the average wage rounded down to the nearest CZK 500 exceeds the current amount (Section 6(1)(b) of the Sickness Insurance Act). For 2027: one tenth of CZK 51,662.85 = CZK 5,166.29 → CZK 5,000, which is more than the current CZK 4,500. The decisive income therefore rises to CZK 5,000. For 2026 the calculation gave CZK 4,896.68 → CZK 4,500, which is why it stayed unchanged, exactly as ČSSZ states. In addition, from 2027 withholding tax on agreement work is abolished. Income from DPP and DPČ without a signed tax declaration is taxed by a 15% advance (Section 6(4) of the Income Tax Act as in force from 1 January 2027).

Insurance contributions 2027: rates and ceiling

The rates do not change for 2027:
  • social insurance: employer 24.8%, employee 7.1% (Section 7 of Act No. 589/1992 Coll. as in force from 1 January 2027),
  • health insurance: 13.5% in total, of which the employer pays two thirds (9%) and the employee one third (4.5%).
The maximum assessment base for social insurance is 48 times the average wage: 48 × 51,663 = CZK 2,479,824 a year (CZK 2,350,416 in 2026). Health insurance has no ceiling. The minimum assessment base for an employee's health insurance is the minimum wage. At CZK 24,900, the minimum premium is 13.5% = 3,361.50 → CZK 3,362 a month. People without taxable income (OBZP) pay the same amount. The minimum does not apply to the people listed in Section 3(8) of Act No. 592/1992 Coll., e.g. those for whom the state also pays insurance, or holders of a ZTP or ZTP/P card.

Income tax 2027: thresholds, credits and bonus

  • The 23% rate applies to the part of the annual tax base above 36 times the average wage: 36 × 51,663 = CZK 1,859,868.
  • For the monthly advance, 23% applies to the part of the base above 3 times the average wage: 3 × 51,663 = CZK 154,989 a month.
  • The basic taxpayer credit stays at CZK 30,840 a year (CZK 2,570 a month).
  • New: the student credit returns at CZK 4,020 a year (CZK 335 a month), and the childcare credit at up to CZK 24,900 per child (see Childcare and student tax credits 2027).
  • The child tax benefit stays at CZK 15,204 for the first, CZK 22,320 for the second and CZK 27,840 for the third and each further child a year.
  • The annual tax bonus can be claimed with income of at least six times the minimum wage: CZK 149,400 for 2027. The employer pays a monthly tax bonus if monthly income reaches at least half the minimum wage, i.e. CZK 12,450, and the bonus is at least CZK 50.

Benefits 2027: new limits

Act No. 180/2026 Coll. changes the exemption of employee benefits from 1 January 2027:
  • health benefits (goods and services from healthcare facilities, prescribed medical devices) remain exempt up to the average wage, i.e. CZK 51,663 a year,
  • preventive healthcare under the new Annex 4 (above-standard preventive check-ups, selected screenings, vaccinations at one's own request) is not treated as employee income at all,
  • holidays and trips have a separate limit of CZK 20,000 a year,
  • for sport, culture, a company nursery, educational and recreational facilities and books, the shared half-average-wage limit ends (CZK 24,483.50 in 2026). Company events and contributions to cultural and sports events must be customary and reasonable for the employer,
  • tips in food service are exempt up to 7% of monthly food-service revenue.
For details, see Payroll and employer changes in 2027. A complete overview of tax-exempt benefits for 2027 is in Employee benefits 2027.

Sickness benefit and sick pay 2027

The reduction thresholds for sickness benefit are set by Section 22 of the Sickness Insurance Act: the first is one thirtieth of the general assessment base × coefficient, the second 1.5 times and the third 3 times that. All are rounded up only after calculation. For 2027:
  • 1st reduction threshold: 51,662.85 / 30 = 1,722.10 → CZK 1,723,
  • 2nd reduction threshold: 1.5 × 1,722.095 = 2,583.14 → CZK 2,584,
  • 3rd reduction threshold: 3 × 1,722.095 = 5,166.29 → CZK 5,167.
For comparison, the 2026 thresholds are CZK 1,633 / 2,449 / 4,897. MPSV published the 2027 thresholds in notice No. 185/2026 Coll. Sick pay for the first 14 days of illness is 60% of reduced average earnings. Under Section 192(2) of the Labour Code the hourly reduction thresholds are the daily thresholds × 0.175, rounded up to the nearest heller:
  • 1st threshold: 1,723 × 0.175 = CZK 301.53 (2026: CZK 285.78),
  • 2nd threshold: 2,584 × 0.175 = CZK 452.20 (2026: CZK 428.58),
  • 3rd threshold: 5,167 × 0.175 = CZK 904.23 (2026: CZK 856.98).
Average earnings count at 90% up to the 1st threshold, 60% between the 1st and 2nd, 30% between the 2nd and 3rd, and are disregarded above the 3rd.

Self-employed 2027

Minimum self-employed contributions (main activity) for 2027: social insurance CZK 5,281 and health insurance CZK 3,488 a month, CZK 458 more in total than in 2026. We explain the calculation in Self-employed contributions 2027.

Travel allowances: what applies now and what is pending for 2027

For 2026, Decree No. 573/2025 Coll. applies; MPSV amended it twice during the year because of fuel prices:
  • basic allowance per km: CZK 5.90 for cars, CZK 1.60 for single-track vehicles and tricycles,
  • meal allowance in the private sector at least CZK 155 / 236 / 370 (trip of 5–12 / 12–18 / over 18 hours),
  • average fuel prices: petrol 95 CZK 41.80 (from 1 October 2026, Decree No. 175/2026 Coll.), petrol 98 CZK 39, diesel CZK 44.50 (from 1 June 2026, Decree No. 78/2026 Coll.), electricity CZK 7.20/kWh,
  • tax-exempt meal allowance in cash: 70% of the upper meal-allowance limit for the public sector for a 5–12-hour trip, i.e. 70% of CZK 185 = CZK 129.50 per shift.
The decree with the 2027 amounts has not been published yet. MPSV usually issues it in December. Only then will the 2027 meal allowance, per-km rate, fuel prices and the cash meal allowance be known.

What is still missing

  • the travel allowance decree for 2027 (meal allowance, per-km rates, fuel prices, cash meal allowance),
  • the 2027 non-seizable amount: from 1 October 2026 the normative rent is set by district, but the regulation on non-seizable amounts still refers to the abolished municipality category. See Non-seizable amount 2027.
We will update this article once the missing regulations are published.

What to do before the end of 2026

  • Payroll software: check with your vendor that the 2027 update includes the new average wage, the DPP threshold and decisive income, the insurance ceiling, reduction thresholds, the student credit and the end of withholding tax on agreements.
  • Agreements: for DPP with pay between CZK 12,000 and 12,500, contributions will no longer be due from January. Conversely, for DPČ and small-scale employment with agreed income of CZK 4,500 to 4,999, insurance participation will not arise from January; at least CZK 5,000 is now required.
  • High earners: recalculate the social-insurance ceiling (CZK 2,479,824) and the 23% advance threshold (CZK 154,989 a month).
  • Benefits: review your benefits programme against the new rules (holidays CZK 20,000, no limit for sport and culture, preventive care not counted as income).
  • Payroll-cost budget: plan for a CZK 24,900 minimum wage and a CZK 3,362 minimum health-insurance premium.
How these figures translate into net pay is shown with examples in Net salary 2027, and working days in Working days and public holidays 2027. Need your 2027 payroll set up correctly?
